This vast area, recognized by the international community apart from China as within the Philippines' maritime territory, has seen escalating incursions by Chinese maritime forces. While some are fishing boats, many are maritime militia that have engaged in harassing, intentionally hit, and tried to seize Filipino boats amid the broader sovereignty dispute.

Portions of the film are highly charged, though often the conflict unfolds as a tense game of naval posturing. Officers from the different ships broadcast lengthy radio transmissions, peppered with legal jargon, creating a form of radio diplomacy.

Resupply at the Front Lines

The film's title points to the critical efforts by the Armed Forces of the Philippines to resupply foodstuffs to isolated garrisons in the West Philippine Sea where personnel are stationed for extended, lonely tours. These specks of land are often mere dollops of sand in shallow waters, no larger than a football pitch, reachable solely via speeding rubber dinghies.

The journeys are undoubtedly scary for the young animals on board, which are shipped with preserved supplies and other necessities. The film shows the creatures seeking for secure footing as the boats hurtle across the rolling sea.

Elsewhere in the documentary local fishermen around the more populated Scarborough Shoal, who express concern over reduced harvests caused by the sheer number of Chinese fishing boats in their ancestral fishing areas.

Fascinating Topic, Flawed Presentation

In terms of filmmaking, the documentary suffers a bit from a somewhat scattered pacing and a musical score that can feel overly tacky, amplifying the dramatic moments. Yet, it remains a compelling examination of a geopolitical issue that receives little discussion in Western media.
